But later this month he will appear before the Parole Board, hoping to secure his release.

He has already burned through more than £1million in legal aid trying to win his freedom.

But former counter-terror chief Chris Phillips warned: “Freeing this man would present a huge risk to public safety.

“You have to ask whether he will ever be suitable to live in the community.”

In 2007, Khan, from Birmingham, was casting himself as a jobless charity worker caring for his elderly mum. In reality, he was a fanatic at the heart of an Islamist cell in the city.

He hatched a plot to kidnap a soldier and video him being beheaded “like a pig”.

But his plot was rumbled and in 2008 he was given life with a 14-year minimum.

Two years ago Khan, now 53, was deemed not ready for release.

The Parole Board said: “Protecting the public is our number one priority.”
